She is currently chairman of the Westerpark district. In 2005, she came third in her run for the chairmanship of the Dutch Labour Party. ==Tessa-case== In 2001, Hoogland was embarrassed by the fact that she had hidden the rape of a 13-year-old mentally retarded girl by 14 boys from the neighbourhood and media, because most of the boys were of Moroccan descent. Later, it became known that even more sex crimes were hidden by her and the district. The affair became known as the "Tessa-case". Hoogland denied "with her hand on her heart" that she had hidden the affair from the people because the rapists were foreigners. Former District Chairman M.
